
Caldwell City Council Members Issue Cease-and-Desist to Recall Organizer Over Online Comments
By Greg Pruett • May 12, 2025Four Caldwell city council members have sent Caldwell recall organizer Jim Hollis a five-page cease-and-desist letter.
The letter was sent on behalf of Caldwell city councilmembers Brad Doty, Geoff Williams, Chris Allgood, and Mike Dittenber. Rosholt Law is the law firm on the letterhead, and Andrea Rosholt is the signature.
Hollis is accused in the first two pages of the letter of making “malicious statements” against the four councilmembers. Rosholt says in the letter that she has been retained to,
“…investigate and evaluate potential claims against you for malicious harassment, defamation of character, as well as tortious interference.”
In particular, the letter states that Hollis referred to the individuals as part of a “crime family” and that they are “part of a larger conspiracy.” The letter also states that Hollis conspired with third parties to interfere with the councilmember’s employment and that the firm intends to discover the parties involved and hold them responsible.
In a highlighted and bold portion of the letter, it states,
“I am requesting that you immediately cease and desist from making or conspiring with any third party to make any false and defamatory statements concerning these individuals, including immediately ceasing and desisting alleging that these members are a member of a crime family or have committed crimes to anyone.”
The final three pages tell Hollis he must preserve evidence such as phone records, emails, documents, etc.
Idaho Dispatch contacted Hollis about the letter and asked if he had a response. Hollis told Idaho Dispatch,
“I have referred the matter to my attorney.”
Hollis and other individuals are seeking the recall of Mayor Jarom Wagoner, Doty, Allgood, Williams, and Dittenber. The recall effort has until June 2nd to gather the necessary signatures for verification.
The recall comes as the city faces allegations of poor leadership, alleged criminal activity, and several lawsuits against the mayor and Police Chief Rex Ingram.

Political speech has protections, I am sure you can’t go after people by attacking them to their employers. Sounds to me like strong arm tactics to silence dissent.
