Boise City Council Adopts LGBT and Organ Donor Flags as Official City Flags
By Greg Pruett • May 7, 2025The Boise City Council voted 5 to 1 last night to adopt the LGBT flag, the white organ donor flag, and the actual city flag as “official” city flags.
What’s Happening: After over a month of back and forth over House Bill 96, which went into effect when it was signed by Governor Brad Little last month, the debate may be over for now.
Law enforcement officials and Idaho Attorney General Raul Labrador cited the legislation’s lack of an enforcement mechanism. However, Labrador told McLean to follow the law and said the legislature could withhold sales tax revenue from the city.
McLean said she will challenge the legality of HB 96. In the meantime, the city proposed adopting three flags as official city flags. According to HB 96, official city flags are allowed to be flown over government property, making last night’s move a likely workaround to complying with it.
Digging Deeper: With the city adopting the flags, including the LGBT flag, the legislature cannot just add a penalty to the law they passed earlier this year, if part of the intent is to prevent the LGBT flag from flying over Idaho’s capitol city.
The legislature will now likely have to rewrite the bill to include what types of flags can constitute a city flag, or the workarounds will continue.

We all knew how this was going to go even before the meeting had started. With 5 of the 6 city council members and the mayor all Democrats it was pre-ordained.
This is ridiculous. Where are we…in San Francisco? I bet there isn’t even a city hall in California adopting the LBGT flag. I left there for these reasons. It makes me sick to see this same leftist agenda being pushed here. The majority of your constituents don’t want this, don’t you care about them?
Be careful or Boise will be bankrupt and have out of control taxes like California. Our rent prices are all ready the same, through the roof.

I can’t think of a more divisive thing to do. It doesn’t represent the citizens of Boise equally. Shall we put up a flag for every type of identity? Why not just stick with the original Boise flag, the Idaho State flag and the USA flag?
